Change details for another user

Go to the Current Users table by clicking on 'Tools' button and selecting Users from dropdown. If the username in the table is underlined, you have sufficient access to edit details for this user, such as Applicable States, Applicable Countries, Tester Credentials, and Applicable Notifications.
